若依集成ip2region实现离线IP地址定位（136）

离线IP地址定位库主要用于内网或想减少对外访问http带来的资源消耗。（代码已兼容支持jar包部署）
1、引入依赖

在src/main/resources下新建ip2region复制文件ip2region.db到目录下。
